Hector is convinced that life began in the primitive seas of Earth. He is an Oceanography Graduate from the Marine Sciences Program of the Autonomous University of Baja California (UABCS), and has gained work and life experience in places such as Ensenada, Gulf of Saint Lawrence (Canada), Bahia de los Angeles, Laguna San Ignacio, and Loreto. He has special interest in global climate change, and oceanographic processes such as El Niño. Hector directs Eco-Alianza's Coastal and Marine Conservation Program. "The fishermen of Loreto have a great biological and ecological knowledge of marine life in the Loreto Bay National Park; they know the sea, winds, currents and tides," Héctor says. "With the complement of technical and scientific knowledge, there is a tremendous opportunity to develop processes to promote responsible fisheries and achieve sustainable fisheries."
